Assigns all election and primary disputes to the Superior Court for the judicial district of Hartford instead of allowing disputes to be brought to any Superior Court location.

Applies to disputes involving state offices (Governor, Lieutenant Governor, Secretary of State, State Treasurer, Attorney General, State Comptroller, judge of probate) and municipal offices.

Requires judges to hold hearings within 3-5 days of the complaint filing and certify findings to the Secretary of State within 10-15 days.

Permits judges to order vote recounts, new elections, or changes to election schedules if errors or voting violations are found.

Allows appeals of Hartford Superior Court decisions to the Supreme Court within 15 days, with the Supreme Court establishing expedited procedural rules for such appeals.
