Repeals and replaces Section 9-135 of the general statutes to modify absentee ballot eligibility requirements, effective upon passage.

Removes the phrase "during all of the hours of voting" from the requirement that electors must be absent from their town of voting residence to qualify for absentee ballots.

Maintains six existing reasons for absentee ballot eligibility: active military service, absence from voting residence, illness, physical disability, religious tenets prohibiting secular activity on voting day, and performance of election official duties.

Adds new prohibition making it unlawful for any person to misrepresent the absentee ballot eligibility requirements to any elector or prospective absentee ballot applicant.
