Consolidates electric supplier licensing requirements by removing redundant provisions regarding environmental law compliance and renewable portfolio standards, effective October 1, 2017.

Modifies advertising restrictions for renewable energy credits so suppliers must advertise them pursuant to authority-approved methodology rather than citing specific statute sections.

Extends contract renewal cancellation window for customers from seven business days after receiving a billing statement to within the first two billing cycles of the renewed contract with no early termination fee.

Requires Public Utilities Regulatory Authority to report findings on competition and average total rates to the joint standing committee by April 1 annually, beginning in 2018.

Authorizes the Commissioner of Environmental Protection to execute agreements with entities selected through request for proposals to conduct feasibility studies and install hydroelectric generating facilities at the Collinsville dams on the Farmington River.
