Requires institutions planning construction or building alterations to submit plans to the Department of Public Health for review and compliance with nationally established facility guidelines approved by the commissioner.

Commissioner must post references to applicable facility guidelines on the Department of Public Health website, including effective dates, and institutions are not required to comply with matters outside the scope of those guidelines.

Establishes technical assistance fees of $565 for projects costing $1 million or less and one-quarter of one percent of total construction cost for projects exceeding $1 million, covering all department reviews and on-site inspections.

Requires chronic disease hospitals and children's hospitals to maintain patient medical records on-site or retrievable within one business day, preserve records for minimum 10 years after discharge, and complete records within 30 days of discharge.

Clarifies licensing and inspection fees for various healthcare institutions including nursing homes, hospitals, hospice facilities, and home health care agencies on biennial, triennial, and four-year schedules.
