Adds a new category (effective July 1, 2017) for school building project grants approved on or after July 1, 2017, using a three-year rolling average of adjusted equalized net grand list per capita from two, three, and four years prior to application.

For new construction or replacement of school buildings under the new category, establishes reimbursement percentages ranging from 10 percent to 70 percent based on town ranking.

For renovations, extensions, code violations, roof replacements, major alterations, or replacement projects demonstrating cost savings under the new category, establishes reimbursement percentages ranging from 20 percent to 80 percent based on town ranking.

Maintains existing reimbursement formulas for grants approved between July 1, 2011 and July 1, 2017, which use single-year adjusted equalized net grand list per capita calculations.

Takes effect July 1, 2017 and amends section 10-285a(a) of the general statutes.
