Adds immunization exemption for homeless children and youths (as defined in 42 USC 11434a) to attend child care centers, group child care homes, and family child care homes for up to 90 days, with facilities required to maintain records for two years after the child leaves.

Expands the definition of eligible relatives for informal child care arrangements to include great-grandparents and clarifies that court-ordered kinship relationships qualify, in addition to blood and marriage relations.

Modifies school readiness grant administration by changing the minimum allocation for coordination and program evaluation from a flat twenty-five thousand dollars to five percent of the total grant allocation.

Changes the eligibility period for competitive school readiness grants from five years to three years based on an applicant's designation as having a priority school or qualifying town status.

Allows waiver requests for new license applications when currently licensed entities seek a change of operator, ownership, or location, with the Commissioner having discretion to grant or deny such requests.
