Extends staff qualification timeline for early childhood educators, moving implementation dates from July 1, 2017 and 2020 to July 1, 2018 and 2021 respectively.

Adds new qualification pathways including associate or bachelor's degrees with a concentration in early childhood education from regionally accredited institutions, and introduces an early childhood teacher credential issued by the Office of Early Childhood.

Creates definition of "concentration in early childhood education" to mean a program of study in early childhood education, child study, child development, or human growth and development.

From July 1, 2018 to June 30, 2021, requires at least 50% of classroom staff to hold teacher certification, early childhood teacher credential, or bachelor's degree with concentration in early childhood education, with remaining staff holding associate degrees in early childhood education.

From July 1, 2021 forward, requires 100% of individuals with primary classroom responsibility to meet the same enhanced qualification standards, with grandfather provisions for employees hired before June 30, 2015, and transitional protections through June 30, 2025.
