Renames the "veterans' advocacy and assistance unit" to the "Office of Advocacy and Assistance" and changes "unit head" to "manager" throughout veterans services statutes, effective October 1, 2017.

Requires the office manager to develop and deliver annual training modules on assisting women veterans and state/federal services to all veterans' service officers and service contact persons.

Mandates that at least one veterans' service officer be a woman focused on women veterans' concerns, and at least two officers be bilingual in English and Spanish within existing positions.

Requires the office to develop a written outreach plan identifying strategies for assisting veterans and their families in claims for benefits, track outreach activities electronically, and provide quarterly reports to the Board of Trustees.

Requires nursing homes and assisted living facilities to notify the office of new residents who are veterans or their family members every six months, and establishes training requirements for city and town veterans' service contact persons.
