Requires health carriers offering qualified health plans through the Connecticut Health Insurance Exchange to pay reasonable commissions to insurance producers who assist individuals or small employers in selecting plans, effective January 1, 2018.

Mandates the exchange establish a schedule of reasonable commissions that health carriers must pay to insurance producers.

Establishes a complaint system within the exchange to handle written complaints from insurance producers regarding health carriers' failure to pay commissions, with the exchange maintaining records of all complaints.

Grants the Insurance Commissioner authority to examine the exchange's complaint and recordkeeping systems and require revisions if inadequate, and requires the exchange's chief executive officer to report non-compliant health carriers to the commissioner.

Allows health carriers to appeal commissioner orders or decisions under the provisions of state insurance law section 38a-19.
