Establishes a new civil cause of action allowing persons injured in person or property to sue for damages resulting from negligent infliction of emotional distress.

Requires three conditions for a valid claim: the defendant's conduct involved unreasonable risk of causing emotional distress that might result in illness or bodily injury; the negligent act caused emotional distress to another person; and the distress was reasonable in light of the negligent act.

Entitles prevailing plaintiffs to recover damages and allows courts discretion to award costs and reasonable attorneys' fees.

Imposes a two-year statute of limitations from the date of the negligent act.

Effective October 1, 2017, and applies only to injuries first sustained on or after that date.
