Establishes a "Care 4 Kids Supplemental TANF account" within the Department of Social Services to receive not less than $10 million annually from federal Temporary Assistance for Needy Families (TANF) block grant funds for child care development services.

Requires the Commissioner of Social Services and Commissioner of Early Childhood to enter into a memorandum of understanding to transfer funds from the account to the Office of Early Childhood for the child care subsidy program.

Allows the Commissioner of Social Services to reallocate funds from other TANF-funded Department of Social Services programs to the new account to ensure adequate funding for the child care subsidy program.

Requires the Office of Early Childhood to notify joint standing committees on appropriations, budgets, children, education, and human services at least 60 days before issuing public notice of funding shortfalls that may affect program eligibility or benefits.

Amends the child care subsidy program to include services for children under age 13 or children under age 19 with special needs, with eligibility including working families and those receiving temporary family assistance while participating in approved education or job preparation activities.
