Establishes regulatory framework for casino gaming facilities in Connecticut, including requirements for accounting standards, security procedures, operating hours, gaming device distribution, and financial auditing by the Department of Consumer Protection.

Requires gaming employees, nongaming vendors providing over $25,000 in annual services, gaming services providers, and gaming affiliates to obtain licenses from the Commissioner of Consumer Protection; gaming employees must pass criminal background checks.

Authorizes MMCT Venture, LLC (jointly owned by the Mashantucket Pequot Tribe and Mohegan Tribe) to operate a casino gaming facility at 171 Bridge Street, East Windsor, Connecticut, subject to amendments to tribal compacts and memoranda of understanding approved by federal and state authorities.

Establishes revenue-sharing arrangement requiring MMCT Venture, LLC to pay 10% of non-video gaming revenue to tourism marketing, 15% to General Fund, and 25% of video gaming revenue to a municipal gaming account (capped at $4.5 million annually) and General Fund; also requires $300,000 annual contribution to Connecticut Council on Problem Gambling.

Creates State Gaming Regulatory Fund to hold licensing fees and assessments from casino gaming facilities; restricts individuals involved in gaming regulation from having financial interests in gambling operations and requires display of compulsive gambling prevention materials at casino gaming facilities.
