Establishes a Historic Preservation Council within the Department of Economic and Community Development consisting of twelve members appointed by the Governor, with members serving four-year terms and meeting monthly.

Expands state historical museum operations to include the Henry Whitfield House, Prudence Crandall Museum, Old New-Gate Prison and Copper Mine, and Eric Sloane Museum and Kent Iron Furnace, with authority to charge admission fees.

Requires businesses receiving state financial assistance to remain in Connecticut for ten years or repay the full assistance plus a 5% penalty, except for equity investments and seed loans.

Redefines "relocate" to mean physical transfer of a substantial portion (as determined by the Commissioner) of business operations rather than the entire business, and allows regulatory exceptions for legitimate hardship upon Commissioner determination.

Requires businesses that relocate within the state during the ten-year period to offer employment at the new location to employees from the original location where available.
