Commissioner of Energy and Environmental Protection must issue notice of intent by July 1, 2018 to adopt regulations consistent with the federal Hazardous Waste Generator Improvements Rule published November 28, 2016, with modifications as deemed necessary by the commissioner.

If unable to meet the July 1, 2018 deadline, the commissioner must submit a report to the joint standing committee on commerce by August 1, 2018 with an updated timeline and summary of public comments received.

Board of Regents for Higher Education must develop a plan by January 1, 2018 to offer online mechatronics courses at Central Connecticut State University and regional community-technical colleges, with submission to relevant legislative committees.

Joint standing committee on commerce shall appoint and convene a working group within 30 days to develop an inmate job training program in manufacturing, with first meeting required within 60 days of the act's effective date.

Working group comprising manufacturing instructors, corrections officials, manufacturing company representatives, and labor officials must submit legislative recommendations for the inmate training program to commerce, labor, and judiciary committees by January 15, 2018.
