Authorizes the Connecticut Lottery Corporation to offer joint lottery games played with other states or territories through its website, online service, or mobile application, subject to tribal gaming compacts with the Mashantucket Pequot Tribe and Mohegan Tribe.

Establishes minimum requirements for the online lottery program including age verification (18+), in-state location verification, restricted payment methods (bank account, prepaid gift card, or debit card only), account security measures, and a voluntary self-exclusion process.

Requires the corporation to implement deposit and daily spending limits, establish responsible gambling messaging, promote ticket sales through lottery agents, and permit agents to sell prepaid lottery gift cards.

Exempts voluntary self-exclusion program records from public disclosure under the Freedom of Information Act, except when a participant claims a winning ticket.

Increases annual transfers to the chronic gamblers treatment rehabilitation account from $2.3 million to $2.4 million beginning in fiscal year 2017 and thereafter.
