Extends temporary exemption from Office of Higher Education program approval to include regionally accredited for-profit institutions licensed to operate in Connecticut, in addition to independent institutions of higher education.

Exemption applies to new programs and program modifications until July 1, 2018, provided institutions maintain Title IV financial aid eligibility, have a financial responsibility score of at least 1.5, and have been accredited in-state for ten or more years.

Requires exempt institutions to file annual reports with the Office of Higher Education by July 1st listing new and discontinued programs, their internal program approval process, and their financial responsibility composite score.

Effective from passage.
