Office of Higher Education shall establish the ConneCT4 program to promote transfer and articulation agreements between regional community-technical colleges and four-year public and independent institutions of higher education, effective July 1, 2018.

ConneCT4 program shall include a state-wide marketing campaign and an Internet web site displaying transfer and articulation agreement terms with comparison functionality.

All public institutions of higher education must include a direct link to the ConneCT4 web site on their own Internet web sites.

Office of Higher Education shall review existing model transfer and articulation programs in other states and their administrative technology for implementation purposes.

Higher education strategic master plan development shall include policies promoting transfer, articulation, and guaranteed admission programs state-wide, effective July 1, 2017.
