Prohibits municipalities from enacting or enforcing ordinances or resolutions that regulate the ownership, possession, purchase, sale, use, transportation, or operation of commercial unmanned aircraft, except as authorized by state and federal law or Connecticut Airport Authority policies.

Defines "commercial unmanned aircraft" as an aircraft operated remotely by a pilot in command holding a valid remote pilot certificate with a small unmanned aircraft systems rating issued by the Federal Aviation Administration.

Creates an exception for municipalities that are also water companies to regulate or prohibit unmanned aircraft use over public water supplies and Class I or Class II land, provided such regulations do not conflict with federal law or Connecticut Airport Authority policies.

Effective from passage.
