Modifies the appeal filing deadline for Freedom of Information Act denials involving unnoticed or secret meetings to require filing within 30 days after receiving "actual or constructive" notice (changed from "in fact").

Establishes expedited procedures for appeals concerning announced decisions or ongoing practices of meeting in executive session, requiring preliminary hearings within 72 hours of notice and at least 48 hours notice to parties.

Requires the Freedom of Information Commission to take evidence and receive testimony at preliminary hearings and find probable cause before allowing agencies to meet in executive session for disputed purposes.

Mandates final hearings and decisions within 5 days of completing preliminary hearings when probable cause is found, with written findings of fact and conclusions of law.

Effective October 1, 2017.
