Clarifies membership of the Child Poverty and Prevention Council by specifying that the executive directors of the Office of Early Childhood and Commission on Human Rights and Opportunities, and the Commission on Women, Children and Seniors are members.

Modifies the Connecticut Career Ladder Advisory Committee composition to include the Commission on Women, Children and Seniors in the recommendation process for public members and clarifies selection procedures.

Adds clarifying language to a Commission on Women, Children and Seniors member designation on a state commission by specifying the member is designated by the executive director of that commission.

Amends the Department of Consumer Protection statute to clarify that board and commission decisions are "proposed final decisions" subject to commissioner approval, modification, rejection, or remand, with commissioner's decision being the final decision.

Repeals section 46a-131 of the general statutes effective from passage.
