Permits board members to be reappointed to serve four-year terms instead of limiting appointments to one term, effective October 1, 2017.

Removes requirements that certain board appointments be selected from citizen group nominees, simplifying the appointment process for the Governor and legislative leaders.

Restricts political contributions by board members and Office of State Ethics employees to state employees, public officials, and candidates for statewide or General Assembly offices.

Changes board voting requirements from six votes or two-thirds to a simple majority for finding violations and imposing penalties in ethics enforcement proceedings.

Allows certain board hearings to be conducted under the Uniform Administrative Procedure Act and permits former board members to hold volunteer or unpaid state positions within one year of service.
