Requires the Commission on State Marshals to consult with the Judicial Department when adopting rules for state marshal services, including provisions for restraining order access, limited English proficiency services, and accessibility for deaf or hearing-impaired persons (effective July 1, 2017)

Streamlines the process for selling, exchanging, or leasing state surplus property by requiring notification to municipalities and General Assembly members, with approval from the Secretary of OPM, State Properties Review Board, and relevant joint standing committees

Expands state vehicle fleet requirements to include alternative-fueled, hybrid electric, or plug-in electric vehicles, with at least 50% compliance by January 1, 2008, and 100% compliance by January 1, 2012; exempts emergency vehicles

Increases the contract dollar threshold requiring separate specification sections for masonry, electrical, plumbing, and HVAC work from $25,000 to $100,000 (effective October 1, 2017)

Authorizes the Commissioner of Administrative Services to grant easements to public service companies, district heating/cooling system owners, municipal water/sewer authorities, and telecommunications companies for state-owned land, subject to appropriate agency and board approvals
