Establishes a separate, nonlapsing maintenance, repair and improvement account within the General Fund to receive state parks revenue and deposits from hunting/fishing licenses and other sources, effective July 1, 2017.

Directs that 80% of revenue from single-use carryout bag fees ($0.05 minimum charge per bag starting October 1, 2017) be deposited into the maintenance, repair and improvement account, with 20% retained by stores for customer education programs.

Requires stores to implement employee training and customer awareness campaigns about single-use bag charges, including establishment of collection points for reusable bags and educational materials.

Allocates two-thirds of certain departmental revenues to state parks operations and one-third to fish hatcheries and pheasant hunting programs.

Requires the Commissioner of Energy and Environmental Protection to report semiannually to the Office of Fiscal Analysis on funds collected and expenditures from the maintenance, repair and improvement account.
