Establishes 11 new commemorative days, weeks, and months including Trigeminal Neuralgia Awareness Day (October 7), Bob Hope Day (May 29), Purebred Dog Day (May 1), Male Breast Cancer Awareness Week (third week in October), Lyme Disease Awareness Month (May), PJ Day (second Friday in December), Patriots' Day (third Monday in April), National K9 Veterans' Day (March 13), Connecticut Maple Month (March), Fibrodysplasia Ossificans Progressiva Awareness Day (November 26), and Jewish American Heritage Month (May).

Replaces "National Employ the Handicapped Week" with "National Disability Employment Awareness Month" to be observed during the month of October, emphasizing recognition of businesses that employ individuals with disabilities.

Designates Gustave Whitehead's No. 21 as the state pioneering aircraft.

Designates the Dilophosaurus as the state dinosaur.

Authorizes the Governor to proclaim these observances and hold suitable exercises in the State Capitol and elsewhere as designated.
