Clarifies that boards of education are not financially responsible for residential costs when the Department of Developmental Services places children in residential facilities; the Department of Developmental Services bears all residential cost responsibility.

Maintains that boards of education remain responsible for reasonable educational costs (capped at the lesser of 100% of costs or the district's average per pupil educational costs) for children placed in private residential facilities by state agencies.

Allows the State Board of Education to pay any educational costs exceeding a local board's basic contribution on a current basis, consistent with existing provisions for other types of placements.

Takes effect July 1, 2017, and amends section 10-253 of the general statutes.
