Requires registrars of voters, deputy registrars, municipal clerks, and assistant municipal clerks to attend two conferences per year called by the Secretary of the State to discuss election laws and procedures.

Mandates municipalities compensate attending officials at $35 per day for each conference plus mileage reimbursement of at least 20 cents per mile from their office or home to the conference location.

Requires the Secretary of the State's office to provide training on any new election laws or procedures implemented since the previous conference at each registrar conference.

Requires the Secretary of the State's office to develop and present suitable reference materials accompanying the training on new election laws and procedures.
