Increases the marriage license fee from $10 to $15, effective July 1, 2017.

Increases the surcharge paid to the registrar for each marriage license from $20 to $35.

Registrars retain $1 from each surcharge for administrative costs and forward the remainder quarterly to the Department of Public Health.

Surcharge revenue funds shelter services for victims of household abuse and rape crisis services, allocated by the Office of Policy and Management in consultation with the Commissioners of Social Services and Public Health.

Funds must be distributed to recipient organizations by October 15 annually and cannot replace existing state or federal funding for these services.
