SB 1014 Summary

• Extends the school security infrastructure competitive grant program through June 30, 2018 (previously ending June 30, 2017) to reimburse schools for security improvements including surveillance cameras, ballistic glass, electronic locks, and personnel training.

• Adds licensed child care centers and preschools that have received threats as eligible applicants for school security grants.

• Expands temporary teacher certificate eligibility to include persons who have taught under appropriate certificates in other states, territories, or possessions for two or more years, with possible extension for an additional two years.

• Changes resident teacher certificates from one-year to two-year validity and allows one additional year extension for good cause.

• Extends criminal history record checks and employment vetting requirements to applicants for positions in nonpublic schools and requires supervisory agents of nonpublic schools to conduct background checks comparable to public school hiring practices.

• Allows incarcerated parents access to their children's educational records unless convicted of specified crimes or prohibited by court order.

• Establishes new provisions for monitoring private providers of special education services and allows boards to conduct site visits and require monthly reports on services provided.
