Establishes a task force to study and evaluate criminal statutes of limitations under Connecticut General Statutes sections 54-193 to 54-193b, and consider whether prosecution time periods should be altered.

Task force composition includes: joint judiciary committee chairs and ranking members, Chief State's Attorney, Chief Public Defender, Victim Advocate, a judge appointed by the Chief Justice, director of Scientific Services, criminal defense bar representative, Connecticut Innocence Project representative, and seven public members including a law school dean appointed by legislative leaders.

Requires all task force appointments to be made within 30 days of the bill's effective date, with the first meeting scheduled within 60 days.

Task force must submit findings and recommendations to the joint judiciary committee by January 1, 2018, and terminates upon report submission or January 1, 2018, whichever is later.
