Prohibits placement of children in the Connecticut Juvenile Training School effective July 1, 2017, and requires transfer of all current residents to appropriate institutions under the Judicial Branch's Court Support Services Division or contracted agencies by July 1, 2018.

Requires the Commissioner of Children and Families and the Judicial Branch's Court Support Services Division to submit a plan by January 1, 2018, recommending legislation to transfer all juvenile justice programs and services from the Department of Children and Families to the Judicial Branch.

Removes references to the Connecticut Juvenile Training School from statutes governing delinquent youth placement, voluntary admissions, educational records, and state police transport procedures, effective July 1, 2018.

Repeals the definition of "Connecticut Juvenile Training School project" from the state construction services statute and removes the facility name from the Department of Children and Families facility designation statute, effective July 1, 2018.

Repeals several statutes related to annual reporting requirements on adjudicated youths and facility operations, effective July 1, 2018.
