Raises the threshold for state construction contracts requiring Commissioner of Administrative Services approval from $500,000 to $2,000,000.

Removes special higher dollar thresholds previously granted to the Judicial Branch ($1,250,000), constituent units of higher education ($2,000,000), and Military Department ($2,000,000), consolidating them under the new $2,000,000 standard.

Establishes the Office of Policy and Management as responsible for directing executive branch agencies in data management and facilitating data sharing between agencies and the public.

Requires each executive branch agency to inventory high value data by December 31, 2017 and annually thereafter, develop open data access plans, and designate a data officer.

Repeals section 4-67b requiring the Office of Policy and Management to establish an appraisal fee schedule.
