Establishes a 10-year statute of limitations for prosecution of class B felony sexual assault violations under sections 53a-70, 53a-70a, and certain violations of sections 53a-70b, 53a-71, 53a-72a, and 53a-72b where punishment exceeds one year.

Maintains no statute of limitations for capital felonies, class A felonies, and certain other serious offenses including murder and crimes involving death.

Preserves the 5-year statute of limitations for other felonies exceeding one year imprisonment and the 1-year limitation for misdemeanors.

Allows prosecution within the applicable statute of limitations period if the defendant fled the state and resided outside Connecticut during that time.

Effective October 1, 2017, and applies to offenses committed on or after that date, plus prior offenses for which the previous statute of limitations had not yet expired.
