Repeals and revises Section 1-353a regarding electronic signatures and the federal Electronic Signatures in Global and National Commerce Act, correcting a cross-reference from "Section 3(b)" to "Section 103(b)" of the federal act (15 USC 7003(b)).

Amends subsection (e) of Section 12-107f to clarify that failure to file an exemption application within prescribed timeframes in subsections (c) and (d) constitutes a waiver of exemption rights for the current assessment.

Both amendments take effect October 1, 2017.
