Creates new out-of-state retailer shipper's permit for wine allowing direct sales and shipment to Connecticut consumers, in addition to existing out-of-state winery shipper's permit.

Limits out-of-state winery shippers to selling 5 gallons of wine per consumer per two-month period, with signature confirmation of age 21+ required at delivery.

Requires permittees to register with Department of Revenue Services, collect all applicable sales and alcoholic beverage taxes, and maintain detailed sales records for audit purposes.

Restricts shipments to addresses where local option laws permit alcohol sales and requires use of in-state transporter's permit for deliveries.

Sets annual permit fee at $315 and requires affidavit confirming out-of-state wineries produce no more than 100,000 gallons per year; effective July 1, 2017.
