Establishes a working group to analyze whether fines effectively deter excessive speeding violations.

Working group comprises commissioners of Revenue Services, Motor Vehicles, Emergency Services and Public Protection; Secretary of Office of Policy and Management; Chief State's Attorney; Chief Public Defender; Centralized Infractions Bureau clerk; representatives from municipal police and Connecticut State Police; and legislative committee chairs and ranking members from finance, judiciary, public safety and transportation committees.

Working group shall study fine imposition frequency, payment and contest rates, average annual fine collection amounts, enforcement costs, police procedures for speeding violations, and comparisons with other states and national data.

Working group may consult with additional individuals and entities to evaluate effectiveness of existing fines and procedures, and to identify alternative methods to promote safer driving.

Takes effect upon passage as a new section of law.
