Establishes a working group to develop legislative and programmatic initiatives to foster Connecticut's microbiome sector and position the state as a leader in microbiome-based diagnostics and treatments.

Working group composition includes state commissioners (Economic and Community Development, Public Health, Revenue Services), university representatives (UConn, Board of Regents, independent institutions), and private sector appointees including bioscience companies, venture capital firms, and hospital representatives.

Requires the working group to investigate and develop initiatives including: designating a lead agency, identifying financing sources for startups, reviewing tax incentives, developing support services, creating laboratory and production space, building private capital linkages, and recruiting early-stage companies.

Mandates submission of a comprehensive report by January 1, 2018, to legislative committees detailing the plan, budget options (full, medium, and low funding levels) for each initiative, and measurable goals with implementation timelines.

Requires the working group to present its findings to the General Assembly and Governor by February 1, 2018.
