Proposes a constitutional amendment requiring the General Assembly to hold a public hearing before authorizing any state agency to sell, transfer, or dispose of real property or interests in real property

Requires any legislation authorizing such sale, transfer, or disposition to pass by a two-thirds majority vote in each house of the General Assembly

Limits the legislation authorizing the transaction to be a standalone act focused solely on that specific property transaction

Amendment was initially approved in the 2016 regular session and is now scheduled to be presented to voters at the general election on November 6, 2018

Ballot designation asks voters: "Shall the Constitution of the State be amended to require a public hearing and a two-thirds vote of the General Assembly to authorize any sale, transfer or disposition of state-owned or state-controlled real property or interest in real property?"
