Adopts joint rules for the June Special Session 2017 based on the 2017 regular session rules, with specified amendments and repeals.

Only bills and substantive resolutions specified in the Resolution Convening the General Assembly in Special Session (beginning not earlier than 12:01 a.m. on June 8, 2017) shall be received.

Repeals Rules 3, 4, 5, 6, 8, 10, 11, 13, 18, 19, 20, 31, 32, and 34 from the regular session joint rules.

Requires all bills and substantive resolutions to be accompanied by a fiscal note before action and to be voted upon by roll call vote.

Allows bills or resolutions certified by the Speaker and President Pro Tempore to be transmitted to and acted upon by either chamber first, with consent of the other chamber's presiding officer.
