Establishes that Senate rules for the June 2017 Special Session shall be the same as the 2017 regular session rules, except as amended by this resolution.

Allows emergency certified bills related to the biennial budget to be transmitted between chambers with consent of the Speaker or President Pro Tempore, with a mandatory 12-hour notice period before action can be taken.

Modifies the order of business to include reception of gubernatorial communications, introduction of bills and resolutions, reception of House business, and introduction of guests.

Establishes precedence for allowable motions during debate (adjourn, recess, previous question, close debate, pass temporarily, pass retain, postpone, divide question, amend, postpone indefinitely) and prohibits re-voting on motions to postpone indefinitely during the same session.

Requires senators offering amendments with fiscal impact to provide a signed explanation to leadership detailing revenue decreases or sources of increased revenue needed to balance the state budget.
