Adopts Senate rules for the January Special Session, 2018 based on the 2017 regular session rules, with specified amendments and alterations.

Allows bills or resolutions certified under statute to be transmitted between chambers and acted upon first by either the Senate or House with consent of the presiding officer.

Establishes the order of business as: reception of Governor and Secretary of State communications, introduction of bills and resolutions, reception of House business, and introduction of guests.

Requires members offering amendments that reduce revenues or increase expenditures to provide signed, typewritten explanations of fiscal impact to Senate leadership in addition to fiscal notes.

Limits bills and resolutions received during the session to those specified in Joint Rules, certified resolutions, and resolutions pertaining to session rules, journal printing, and session expenses.
