Appropriates $36.97 million from the General Fund for fiscal year 2017-2018 to various state agencies including $8 million for Department of Correction personal services, $6 million for Department of Children and Families personal services, and $8.3 million for retired state employees health service costs.

Reduces General Fund appropriations by $36.97 million total, consisting of $17.574 million reduction to Department of Social Services Medicaid and $19.396 million reduction to Teachers' Retirement Board retirement contributions.

Appropriates $28.1 million from the Special Transportation Fund for Department of Transportation rail operations ($24.6 million) and state employees health service costs ($3.5 million) for fiscal year 2017-2018.

Reduces Special Transportation Fund debt service appropriations by $28.1 million, offsetting the new appropriations in the fund.

Takes effect immediately upon passage.
