Department of Transportation may construct, operate, and maintain electronic tolling systems, either directly or by contracting with private toll operators.

Toll revenues must be deposited into the Special Transportation Fund and used only for costs related to tolled highways, including maintenance, repairs, debt service, and reserves for highway and bridge operations.

Department must hold at least one public informational meeting near proposed toll locations before construction begins to receive comments on toll amounts, methodology, and user classifications.

Toll customer information cannot be sold or used for commercial purposes unrelated to toll collection and enforcement; personally identifiable transaction data must be destroyed within one year after toll collection or account closure.

Department of Transportation may impose civil penalties up to $100 per violation for toll nonpayment and evasion; the Department of Motor Vehicles must provide vehicle registration information to support toll enforcement efforts.
