Prohibits operation of the personal screening system at the Legislative Office Building and State Capitol except under two specific conditions

Allows screening system operation when the National Terrorism Advisory System issues an elevated threat alert, for the duration of that alert

Permits screening system operation on any given day when authorized by two-thirds vote of the speaker of the House, president pro tempore of the Senate, and majority and minority leaders of both chambers, only after consulting with the chief of the Office of State Capitol Police

Limits duration of authorized screening system operation to only as long as warranted
