Establishes "Save Our Lakes" commemorative number plates effective January 1, 2020, designed to raise awareness about protecting state lakes and ponds from aquatic invasive species and cyanobacteria blooms.

Commissioner of Motor Vehicles shall establish fees for the plates through regulation, with optional higher fees for custom letter plates and low number plates, with all fees deposited into the Connecticut Lakes and Ponds Preservation account.

Allows optional $15 voluntary donations at registration renewal, with $5 going to DMV administrative costs and $10 to the Lakes and Ponds Preservation account; no additional renewal or transfer fees apply to these plates.

Creates the Connecticut Lakes and Ponds Preservation account as a nonlapsing General Fund account to fund lake restoration, aquatic invasive species eradication, education programs, research grants, and reimbursement for plate production costs.

Authorizes the Commissioner of Energy and Environmental Protection to accept private donations and market the plate design on merchandise to generate additional funding for the preservation account.
