On and after October 1, 2018, certified wastewater operators must complete at least six hours of continuing education annually, with records maintained by both the operator and employing facility for inspection by the commissioner.

On and after July 1, 2018, operators of sewage treatment plants or collection systems must submit an electronic report to the Department of Energy and Environmental Protection within two hours of becoming aware of any sewage spill.

On and after July 1, 2018, operators must notify the chief elected official of the affected municipality within two hours of any sewage spill exceeding or anticipated to exceed 5,000 gallons, and municipalities must inform the public and downstream officials as soon as practicable.

The definition of "electronic report" is established as a reporting form using an electronic format prescribed by the Commissioner of Energy and Environmental Protection.

Failure to file a required electronic report is deemed a violation enforceable under existing wastewater enforcement provisions.
