Renames the "Roberta B. Willis Scholarship program" to the "Roberta B. Willis Tuition Assistance Program" effective July 1, 2018.

Divides the program into three named components: the "Prudence Crandall Merit Scholarship" (need and merit-based, 20-30% of appropriations), the "Louise Duffy Need-Based Scholarship" (need-based, up to 80% of appropriations), and a Charter Oak grant (minimum $100,000).

Establishes maximum award amounts for need-based scholarships at $4,500 for full-time undergraduate students and prorated amounts for part-time students based on credit hours completed.

Requires institutions of higher education to submit annual enrollment data and reports to the Office of Higher Education and return unobligated funds by May 1st to the Office for reallocation.

Makes the scholarship program appropriations non-lapsing and exempts them from lapse provisions in state budget law.
