Repeals and replaces Section 10a-11 of the general statutes, effective July 1, 2018

Transfers oversight responsibility from the Office of Higher Education to the Board of Regents for Higher Education and the Board of Trustees for The University of Connecticut to jointly develop a state-wide strategic plan for racial and ethnic diversity

Requires each public institution of higher education to implement the state-wide strategic plan, which must include specific goals, programs, timetables, and annual monitoring procedures with corrective action provisions

Mandates annual reporting by each board to the Governor and the joint standing committee on higher education regarding institutional goals, enrollment changes, and employment changes at public institutions

Authorizes the boards to establish a minority advancement program to reward and support institutions meeting diversity goals established in the strategic plan
