Commissioner of Social Services shall conduct a study of nursing homes to assess whether sufficient nursing homes exist in the state and whether services meet residents' long-term care needs.

Study shall analyze nursing home population trends for fiscal years 2012-2017, state budget expenditures on nursing home care for those years, and projected nursing home care needs for fiscal year 2020.

Study shall determine whether programmatic or legislative changes are needed to better serve adults requiring institutionalized care.

Commissioner must report findings and recommendations to the joint standing committees on aging and human services no later than July 1, 2019.
