Commissioner of Social Services shall conduct a study of Medicaid-funded state programs administered under Title XIX of the Social Security Act.

Study shall examine factors pertinent to quality of care, gaps in access for eligible residents, and whether program provisions conform to the Patient Protection and Affordable Care Act requirements.

Commissioner must report study results to joint standing committees on aging and human services no later than July 1, 2019.

Report may include commissioner's recommendations for addressing identified gaps in Medicaid-funded services and improving access.
