Commissioner of Social Services shall conduct a study of the state's long-term care needs to determine whether existing programs and strategies are sufficient.

Study must include demographic projections for residents age 65+ in 2017 and 2021, current and projected long-term care needs for residents with disabilities, and data on the Money Follows the Person demonstration project from 2012-2017.

Study shall document the number of residents transitioned from institutional to home and community-based settings under the Money Follows the Person program and resulting state expenditure savings.

Commissioner shall report findings and may include recommendations for addressing gaps in long-term care provision and improving access by July 1, 2019 to the joint standing committees on aging and human services.
